An International Forum-exhibition “Energy-Efficient City” took place on May 28-29, 2010 in Tyumen city within the context of state programs implementation for energy efficiency growth.
Organizers of the event were the Ministry of Economic Development of the Russian Federation, Working Group on energy efficiency of the Executive Committee of the Russian Federation on modernization and technological development of Russia’s economy, Administration of Tyumen region, Administration of Tyumen city.
The program included the Forum-exhibition with legislative and executive authorities, experts, representatives of investment and bank sectors. Another main part of the business program was an exhibition with participants from Russian and foreign companies that work in the sphere of energetics, development of energy saving technologies, alternative and renewable energy.
During the exhibition the results of pilot projects “Energy Efficient City”, “Count, Save, Pay”, “New Light”, “Innovative Energetics”, “Energy-Efficient Social Sector”, “Small Complex Energetics” were presented. These projects are implemented within the context of the state program in Tyumen, Kazan, Apatity, Vorkuta, Perm and Ekaterinburg cities.
The head of administration of Tyumen city, the supervisor of “Energy-Efficient City” project Eugeni Kuivashev told the Minister of Economic Development of Russia Elvira Nabiullina about success and peculiarities of the program implementation. He showed the real results in the sphere of energy efficiency to Russian and foreign guests. “Tyumen has become one of the cities-participants of implementation of state pilot projects in the sphere of energy efficiency. Active work carried out by the Administration of Tyumen region, Administration of Tyumen city in cooperation with non-profit organizations, energy service companies, financial structures allowed creating a valid practical model of an energy-efficient city in Tyumen”, Kuivashev noted.
On the same day the Forum held a meeting of Group on energy efficiency of the Executive Committee of the Russian Federation on modernization and technological development of Russia’s economy.
During business program of the event the participants were able to get thorough information regarding financial, economical and legal models of projects implementation in the sphere of energy efficiency and also listen to speeches of the key panelists of the Forum such as:

When Elvira Nabiullina was summing up the Forum, she noted the advanced experience of the Tyumen Region where authorities implement different methods of energy cost reduction within the context of a state pilot project. Once all advantages and disadvantages of the experiment become known, other Russian regions will be provided with complete management and financial solutions. The relevance of this experience for regions is related to the fact that on August 1, 2010 all Russian regions will have to provide the Ministry of Economic Development with their own energy efficiency programs.
